The parent property (Parcel Number: 42-2N-27-0000-0001-0120) related to the conditional use application (CU2019-16) is a 422 acre tract of land owned by JEA which is located south of SR200, north of Radio Avenue, west of Miner Road and east of US 17. Within this 422 acre property, a land area measuring 6.35 acres is located on the southernmost end of the property, north of the utility corridor running behind (to the north) of the homes fronting on Radio Avenue between Art Wilson Lane and Theresa Road. [See map on page 2.] On this 6.35 acres, JEA is requesting a conditional use approval in the Open Rural (OR) zoning district pursuant to Land Development Code Sections 28.13(A) and Section 28.14(H) to construct up to two (2) fully enclosed booster pump stations, up to four (4) ground storage tanks, and an area for stormwater management in order to provide reclaimed water and sanitary sewer services to the growing population in Nassau County. All structures and ponds on the project site will be fenced in. View of the facility will be hidden from the public due to a County-required high-density landscaping buffer. The Conditional Use and Variance Board of Nassau County will hold a public hearing at the Commission Chambers, James S. Contact: Sabrina Robertson Administrative Manager, County Manager’s Office (904) 530-6010 [email protected] DATE SET FOR UNVEILING OF DERRICK HENRY SIGN Nassau County, Florida, October 9, 2019– On Friday, November 15, 2019, the Board of County Commissioners will host an Unveiling Ceremony for the long-awaited customized sign in honor of 2015 Heisman Trophy Winner, Derrick Henry. We are so excited that this project is coming to fruition and that we can finally give Mr. Henry the recognition he deserves! And we are even more excited that Derrick Henry will be able to join us at the event! As many of you know, the Board approved a Resolution in January 2016 in support of a request to the Florida Department of Transportation to place signs on State Road 200 and US 17, both State roads. The Board has been seeking donations since that time to assist with the costs for permitting and construction of the signs. In April 2019, the Board determined that enough funds had been raised to complete construction of one sign to be placed on State Road 200 at the old Sheriff’s Administration Office. Important CO Poisoning Prevention Tips
Carbon monoxide (CO) is an odorless, colorless gas that can cause sudden illness and death if inhaled.When power outages occur during emergencies such as hurricanes or winter storms, the use of alternative sources of fuel or electricity for heating, cooling, or cooking can cause CO to build up in a home, garage, or camper and to poison the people and animals inside. Every year, more than 400 people die in the U. S. from accidental non-fire related CO poisoning.CO is found in combustion fumes, such as those produced by small gasoline engines, stoves, generators, lanterns, and gas ranges, or by burning charcoal and wood. CO from these sources can build up in enclosed or partially enclosed spaces. People and animals in these spaces can be poisoned and can die from breathing CO. How to Recognize CO PoisoningExposure to CO can cause loss of consciousness and death. The most common symptoms of CO poisoning are headache, dizziness, weakness, nausea, vomiting, chest pain, and confusion. People who are sleeping or who have been drinking alcohol can die from CO poisoning before ever having symptoms. As Hurricane Dorian continues to linger over the Bahamas, Director of Nassau County Emergency Management Greg Foster says the storm remains a concern to Nassau County because of its size and inconsistency. Two shelters have been open since 8 this morning. The general population shelter as of 4pm, has 75 people occupying the facility at Callahan Middle School and 7 dogs and 8 cats. At Hilliard Middle Senior High there are 28 special needs clients and include 7 dogs and 2 cats. The Nassau County Public works Department has distributed 48 thousand sand bags and has diminished its available supply. Nassau County residents are strongly encouraged to monitor all Nassau County Emergency Management social media sites to remain up to date on the latest information on Hurricane Dorian. Understanding Your Proposed Tax Bill Nassau County, Florida, August 28, 2019 – Last week, all Nassau County Property owners should have received their TRIM (Truth in Millage) Statements which is a notice of proposed property taxes for the 2019 tax bills to be mailed in November. We felt it would beneficial to provide an explanation to ensure every property owner has an understanding of which taxing authorities are proposing changes to the millage rate, as well as other variables that could affect the amount of taxes to be paid in 2019. Below is an example of a TRIM notice for property located in the City of Fernandina Beach. In this example, the first taxing authority is the Nassau County Board of County Commissioners. If you look at column 1, you will see that Nassau County’s millage rate in 2018 was 7.4278. You will also notice in column 3 that the proposed tax rate for 2019 is also 7.4278. This indicates that the Board of County Commissioners are NOT proposing a tax increase this year. The information reflected in Column 2 is the “Rolled Back” rate. This is the rate the Board would need to levy to generate the same amount of revenue we generated in 2018. While the Board could agree to “roll back” the millage rate, doing so could eliminate items included in the proposed 19/20 Budget including 15 new Sheriff positions, 10 new fire rescue positions, a new brush truck and tanker truck, 5 new positions for the Road Department dedicated to improving drainage across the County, among many other things. The roll back would reduce the 2019-2020 proposed budget by approximately $7 million. The example shown also reflects taxes assessed by the City of Fernandina Beach since this property is located within the City limits. TRIM notices for property owners within the Towns of Callahan or Hilliard will reflect taxes assessed by those municipalities as well. Other taxing Districts that assess taxes to all Nassau County properties include: The School Board, St Johns River Water Management District, and Florida Inland Navigation District. The columns show all taxing authorities’ 2018 adopted rates, as well as their 2019 proposed millage rates. Should you have questions about any of the taxes being assessed, you should contact each individual taxing authority to ask questions, prior to their public hearing dates which are shown on the far right of your TRIM notice. You may also notice in the example above that the property tax assessed by the Board of County Commissioners in 2018 was $1,457.10, but that the property tax to be assessed by the Board of County Commissioners in 2019 is $1,491.84. Since the proposed millage rate is not changing, the reason for the increase to the amount being paid to Nassau County is solely due to an increase in the property’s assessed value and not by a raise in the millage rate. Property values rise for various reasons and are controlled by State Statutes and Resolutions. Items that affect property values include home improvements, neighborhood improvements, construction of new homes nearby, and increases to the value of your land. Should you have questions about how your property was assessed you should contact the Property Appraiser’s Office at (904) 491-7300, before the deadline reflected on your TRIM Notice. Should you still feel the market value of your property has been assessed too high, you can also file a petition to the Value Adjustment Board by contacting the Clerk of Courts at (904) 548-4600. Establishment of a Subcommittee for the Beach Community Working Group Nassau County, Florida, August 20, 2019 - On December 19, 2018, the Board of County Commissioners formed a Beach Community Working Group consisting of Mike Mullin, County Manager/County Attorney; Taco Pope, Assistant County Manager; Doug Podiak, Public Works Director; Gil Langley, Executive Director of the Tourist Development Council; Butch Osborne, Director of Operations for the Sheriff’s Office; Mac Morriss, Ex-Officio Member; and Lowell Hall, Ex-Officio Member. The group was directed to review current beach related Ordinances and use of the beach and to make recommendations to the Board of County Commissioners as to any updates or amendments that need to be made. A total of twelve (12) meetings have been held to date. At the Beach Community Working Group Meeting held on August 15, 2019, a Subcommittee consisting of County Manager/County Attorney, Mike Mullin; Assistant County Manager, Taco Pope; Public Works Director, Doug Podiak; and Office of Management & Budget Director, Megan Diehl, was formed to review ADA issues related to beach camping and to discuss costs related to beach operations and management of camping permits.
